One thing I have learnt from this website redesign: is never give a graphic designer a website designer's job. They tend to make some rather sloppy templates.
Our old template came from a stock-template site: and was quite frankly horrid. The original author resorted to using tables and such and it really made a mess of things. Not to mention that as soon as the template needed to be bigger (vertically) it started seaming. The website template must have had about 7 images that needed to load before the website started looking good.
CSS is really your friend. There is only one image on this website and it looks sleek, elegant and clean. These days on the web, less is definitely more. Disabled users should have better luck with this template as it can be resized (don't go crazy though). It has only one image common to all pages: and it's fast.
I hope things are clearer now, and most importantly, enjoy the new website - and enjoy Cosmos!!!
